L-3 MAS initiates construction of $45-million training facility

April 21, 2005

Mirabel, QC/Halifax, Canada - In the presence of the Honourable Geoff Regan, Minister of Fisheries and Oceans, L-3 Communications MAS, a member of the Sikorsky-led Maritime Helicopter Team, today launched the construction of a new $45-million Maritime Helicopter Training Centre for the Canadian Forces in Shearwater, Nova Scotia. The new training facility is a key component of the team's commitment under the Maritime Helicopter Project (MHP).

Sikorsky International Operations, Inc. was awarded MHP contracts in November 2004 to provide 28 Sikorsky H-92 maritime helicopters, designated the CH-148 Cyclone by the Canadian Forces, and in-service support for the helicopters over 20 years. Sikorsky has joined with L-3 MAS and General Dynamics Canada to form The Maritime Helicopter Team, which will develop, certify and field the new Cyclone fleet.

L-3 MAS has lead responsibility for the Cyclone's in-service support, which includes provision of the training facility and training for Canadian Forces aircrew and maintenance personnel. L-3 MAS has selected PCL Constructors Canada Inc. to build the new centre. It is expected that over 160 new jobs will be created directly and indirectly by the centre, which will be operational in April 2008.

The three-storey facility will house state-of-the-art technology, such as flight and mission simulators, and serve as the home for 406 Squadron, the unit responsible for training all operational and maintenance personnel on Canada's new CH-148 Cyclone helicopter. It has been designed to meet the Leadership in Energy and Environment Design (LEED) Silver Certificate to maximize energy savings and protection of the environment.

"This new high tech training facility at 12 Wing Shearwater will provide tremendous economic benefits for our region," Fisheries and Oceans Minister Geoff Regan said.

"L-3 MAS has extensive experience in the development of advanced flight training centres and is therefore proud to support the Canadian Forces by developing this new, modern, user friendly and technically sophisticated facility at 12 Wing Shearwater," said Sylvain Bedard, President, L-3 MAS. "To meet the high-level requirements of such a centre, we decided to partner with PCL, which has a solid track record of on-time, on-budget and quality performance."

"The new centre will be among the most advanced of its kind in the world," said Paul Martin, Sikorsky's Senior Vice President, Government and Advanced Programs. "This is yet another milestone that illustrates our team's commitment to ensure this program progresses according to schedule. We are on target for the first flight of Canada's new Cyclone in November 2007, and for deliveries to begin in November 2008."

"PCL is proud to have been chosen to introduce this state-of-the-art facility and will use all its professionalism and energy to meet the stringent requirements of L-3 MAS," said John Volcko, District Manager, PCL Atlantic. "We are also very pleased to work with the Halifax-based firms WHW Architects Inc., Sayers & Associates Limited and Gardner Electric Ltd."
